Unordered physical packet certificate
The certificate data are four physical negative labels in any order, four finite sets of positive actual labels, and one of four ear slots. Multiset equality expresses exact physical partition, including multiplicity. Its old and new fields are only seam and peak inequalities. They contain no OriginalOrder, legal-prefix predicate, favorable schedule or J witness. Geometric masses are derived from actual chain positions. The complete all-parameter equivalence and uniform allocation remain distinct obligations.
