Use and boundary

Supports the fixed-boundary moduli-space setting in the arithmetic RT geometric discussion. Outer boundary lengths are fixed parameters, not extra canonical pairs. The research does not use this paper to infer a physical gravitational Hamiltonian or a finite-code continuum limit.
