A thermal reference condition is not a work-cost certificate
The four-page arXiv PDF was read. The first page was visually checked. The definitions of thermal operations and Gibbs-preserving maps, the qubit example in equations (1)-(3), and the discussion of time-reference resources were inspected in the parsed text.
The unified theory’s channel R maps a visible Gibbs marginal to a correlated joint Gibbs state and preserves chosen label populations. This establishes calibration in that explicitly defined channel class. It does not establish an energy-conserving unitary dilation with a free heat bath, a zero-work implementation, or a lower bound on dissipated heat.
The paper is a boundary condition on physical interpretation. General CPTP realizability, Hamiltonian covariance, and thermodynamic resource cost remain distinct requirements. Its state-conversion discussion for classical diagonal states must not be enlarged into equality of all classical channel implementations.
