For all natural p>=64, q>=2 and k>=2 with q=2,4,8 or q>=16, construct Good p q (2^k). The first selector combines the exact rational covers and the original sixteen-step cover. The block M=32hceil((w+4h+5)/(160h))-1 has 4h<=5M-w<164h and a literal predecessor Submask. Stock and first-window inequalities retain the late fresh subtraction of 2A. The existing finish_small_bounds closes the actual charged rows; no later-window engine is duplicated.
